Members Present: Katheryn Holmes, Chair; Bob Stewart, Sue Russell.

Ms. Holmes called the meeting to order at 7:00 p.m.

ADMINISTRATIVE

Minutes
The NCC reviewed the minutes of September 13, 2016 and made corrections. Ms. Russell made a motion to accept the minutes as corrected. Mr. Stewart seconded the motion. All in favor.

INTENT TO CUT:

  • High Moving Family Trust, Tax Map/Lot #037-796-214 & 027-007-481, Haynes Road was approved by the Board of Selectmen.
  • Jill M. Scannell, Tax Map/Lot #161-139-078, 103A and Grace Hill Road was approved by the Board of Selectmen.
BUFFER ZONE CUT:

Letter from Sunapee Hills Association – Overview on Trees

The following Buffer Zone Cut Applications are still being reviewed by the Code Enforcement Officer:

DES:  

  • Wetlands and Non-site Specific Permit – 2016-01989 – Robert Vail – Approved on September 16, 2016.  Dredge and fill 943 ft. of perennial stream channel and 144 sq. ft. of perennial stream bank (95 linear ft. including bank impacts) for in-kind repair of a stone retaining wall along Cunningham Brook.  A NCC Response letter was sent to Mr. Vail.
Letters from DES “Request for More Information” – The following applications were not accepted due to need of more information:

COMMUNICATIONS
  • Ms. Holmes asked who would be attending the NHACC Annual Meeting on Saturday, November 12, 2016.  Ms. Holmes said that she will be attending this meeting.
OLD BUSINESS

Michie’s Intent to Cut – Mr. Smith reported that the Board of Selectmen could not deny the Intent to Cut presented by Michie, because the application did not hit any of the four reasons a Board of Selectmen could deny an application.  However, as soon as they approved the Intent to Cut, they put a Cease and Desist on the property.  Michie will now need to go to the Zoning Board with their application.

NEW BUSINESS

Ms. Holmes welcomed everyone to the meeting.  Everyone went around the table to introduce themselves.  Ms. Holmes said that she wanted to get all of the lake associations together to discuss common issues.  She also stated that she would like to do a lakes/ponds celebration day in the spring as well.

Ms. June Fichter gave a presentation regarding LSPA.  She discussed the data driven information shows that land use affects water the most.  She distributed the Lake Sunapee watershed map.  She discussed some of the things that LSPA does in the community.

Ms. Kara Obey discussed the Blodgett Landing Association.  She said they have improved the paving issues in the area.  Out of 143 houses, about 50 are now full year homes.  Blodgett used to be a summer only area.  She gave a full report of the Blodgett Landing Association.  She said there are two summer meetings for the Blodgett Landing residents.  The long range issue is drainage.  Blodgett Landing is three paved streets and three private drives.  

An update was given on Sunapee Hills Association.  Ms. Phyllis McDonough mentioned that welcome packs are sent out to all new residents that move to the area.  Ms. Sue Russell said the association tries to emphasize the compliance rules to keep the pond clean.  Ms. Russell said the challenge is to inform residents and to follow the regulations.  There are 160 residents in the association.  There are two meetings a year as well as a clean-up day.  Ms. McDonough said the drains are not properly maintained by the town.  

Mr. Steve Snyder and Ms. Cindy Snyder gave a report on the Lake Todd Village District.  They talked about runoff off of Southgate Road.  Ms. Snyder talked about the high concentration of weeds on Lake Todd.  It is higher now than it has ever been.  Mr. Snyder said they have lost about 10% of the lake due to invasives.  

Ms. Fichter said that a disturbance on the surface, means that there is a disturbance on the bottom of the lake.  

Mr. Snyder said that since they are a district, they can make their own rules.  He said they are losing their full time residents.  He said there are only 15 full time residents out of about 70.  These 15 residents are the only ones can vote.  

Ms. Holmes distributed a hand-out regarding rain gardens.

Ms. Fichter said it is a new ballgame for Stormwater due to the fact that we have had much more 100 year storms than normal.  She also said that most people want to do the right thing.  She said that everyone needs to manage the stormwater on site.  

Ms. Holmes said she will do some brainstorming with Ms. Fichter to work on a day to celebrate lakes and ponds next year.
